In Hong Kong, more than 180,000 elderly people are relying on Comprehensive Social Security Assistance (CSSA) Scheme. They used to the grassroots workers that contribute to the economic prosperity of Hong Kong. But they can only receive HK$70 daily for their subsistence. What does this mean?
