China Labour Net editorial note: In 2012 foreign domestic workers in Hong Kong filed a case to the court asking for the right of abode for themselves and their children. The Department of Justice responded by requesting that the city's highest court seek a clarification from the National People's Congress Standing Committee (NPCSC) on its interpretation of the right of abode. Pan democrats here consider the move an infringement on HK’s autonomy, while social groups attack it for the way the move denies domestic workers of their right to seek justice through the court.
